<p>When new leadership takes the reins—whether at the national, federal, or local level—there’s an immediate ripple effect that sweeps through the organization. This dynamic shift is on full display as President-elect Donald Trump began assembling his administration. While the pace and intensity of such transitions may catch some off guard, those familiar with local government power shifts understand the game all too well. Strong mayors and sheriffs are prime examples of leaders who can rapidly pivot the course, initiate sweeping internal policy changes, and even overhaul entire administrative teams to fulfill their campaign promises. As I reflected on these parallels, it struck me how similar the maneuvers of local leaders and constitutional officers are to what unfolds at the presidential level. That insight fueled this article—and for the sake of a compelling narrative, I’ve chosen a (fair and balanced!) focus on the vivid comparison between a president-elect and an elected sheriff.</p>
<p>Shortly after elections or swearings-in, a savvy sheriff wastes no time surrounding themselves with trusted loyalists and results-driven policy professionals. This approach sets a clear and unwavering tone: leadership demands alignment, loyalty, and an unyielding commitment to execute an ambitious vision with precision. Efforts like these at the local law enforcement level are expected and often embraced. Heck, this is why the phrase “There’s a new sheriff in town!” is so popular. This seamless shift and cohesive support are not unique to local governments, public agencies, or law enforcement departments; the same dynamic can be observed at the highest levels of office, such as the presidency, where it is less openly acknowledged as the norm.</p>
<p>The art of reshaping command lies in strategically assembling a team that reflects the leader’s vision and style. Just as a president selects cabinet members to uphold their agenda and ensure effective policy implementation, a newly elected sheriff appoints a command staff that resonates with their leadership approach. This extends beyond choosing top deputies—it includes appointing front-facing civilian staff members who act as essential liaisons to the community, reinforcing the shift in culture and priorities.</p>
<p>These deliberate moves illustrate how leaders, from sheriffs to presidents, craft a team that embodies their mission, ensuring swift policy changes and cultural alignment. These selections are far more than symbolic gestures; they represent a fundamental strategy for driving change and ensuring efficacy. Quickly! The public has become accustomed to quick delivery of results and those expectations remain for policy leaders who promised change during their campaigns. By surrounding themselves with individuals who share their goals, ideals, and approaches, leaders fortify their ability to implement policies swiftly and with minimal resistance. It creates an environment where initiatives can move from concept to execution seamlessly, supported by a team that is ready to champion the mission without hesitation.</p>
<p>The reshuffling of command staff and public-facing personnel is rooted in two main goals: efficiency and effectiveness. Leaders—be they sheriffs or policymakers—understand that change can be met with internal objections or passive resistance if not strategically managed. By constructing a team of like-minded professionals, new leadership mitigates the potential for interruptions, ensuring that momentum is maintained during a period that is inherently delicate and crucial.</p>
<p>These initial appointments set the tone for the broader organizational culture. The command staff isn’t just responsible for following directives; they are tasked with embodying and reinforcing the new culture, aligning teams under a shared mission, and setting expectations for communication and collaboration. The efficacy of this strategy hinges on selecting individuals who bring a blend of expertise, loyalty, and adaptability to the table.</p>
<p>The introduction of new leadership isn’t solely about policy; it’s about shifting the very fabric of an organization’s culture. Or, shifting to meet a community’s desires and demands. Much like the federal example of a new president electing loyal, high-performing officials to key positions, a sheriff’s appointments are about fostering trust and demonstrating a unified front. The community takes notice when the culture shifts, and the outward perception of the department or agency can be dramatically reshaped.</p>
<p>Public-facing civilian staff, or a highly regarded familiar face or celebrity,  play a critical role in this cultural shift. These credible individuals are often the first point of contact with the public and are essential in translating the internal changes to an external audience. They become the bridge between leadership’s vision and public understanding, reinforcing new policies and demonstrating the renewed commitment to communicated values and objectives.</p>
<p>While the strategy of assembling a loyal, results-driven team has proven effective, it is not without its challenges. Leaders must carefully balance the drive for a cohesive command structure with the need for <em>diverse</em> perspectives that can <em>strengthen </em>decision-making. The most successful teams are those that can uphold loyalty to the mission while also challenging the status quo in constructive ways. There is a fine line between strategic leadership and unchecked power. In the extreme, this approach can foster an environment ripe for cronyism and corruption, echoing the infamous “Boss Hogg” caricature—a sheriff more interested in self-serving schemes than public good. When leaders build teams solely based on loyalty without considering transparency, accountability, or ethical boundaries, the result can be an administration that prioritizes personal gain over community interests. This may raise critical concerns about whether the pursuit of seamless control compromises the integrity and trust that public offices are meant to uphold. Here is where the elected and their respective teams must, must, must offer transparency and understand they, and their office, are held to a higher standard.</p>
<p>New leadership must also manage the transition period with care to maintain morale and stability. This requires transparent communication and strategic onboarding to ensure that the team is not only aligned but also equipped with the tools and resources to succeed.</p>
<p>The idea of “a new sheriff in town” embodies more than just the appointment of a new leader; it signifies a period of transition that sets the stage for policy shifts, cultural change, and the development of a new operational paradigm. Whether on the national stage with a president or at the local level with a sheriff, the expectation is clear: surround yourself with a capable, loyal team to drive forward an agenda with minimal resistance and maximum impact.</p>
<p>As leadership transitions unfold, the public and internal teams alike look to see how new appointments will shape the path ahead. With the right team in place, leaders can push through new initiatives that redefine what effectiveness and efficiency look like, driving meaningful change that benefits the communities they serve.</p>
<p>At the end of the day (or term), the success of this strategy is measured not just by the policies enacted but by the legacy of leadership that inspires trust, accountability, and collective progress. With the right command team, the new sheriff’s vision doesn’t just stay a vision—it becomes a reality.</p>

Simply, I believe in using all tools available and others on my multigenerational team have successfully blended it into their daily patterns. To explore their perspective, I created a simple outline of topics and asked the AI to provide some context from its perspective of the internet. The topics I used, that I believe are important to a high functioning team are: Strength in Diversity, Bridging the Communication Gap, Fostering a Culture of Inclusion, and Embracing Change Together. If you work within a multi-generational team, perhaps it would be a fun and productive exercise to offer this outline to your team and have them individually write context with their point of view. It may be more emotionally charged and, if the responses are authentic, more accurate to your specific team dynamics.</p>
<p>In any case, it is a topic many of us are dealing with daily. As far as using AI to assist and the final product…I feel it offered a good starting point and I expect to continue creating articles on my own. These initiatives focus on active listening, perspective-taking, and emotional intelligence, helping individuals develop their empathic abilities.</p>

I equip our executive coaching clients with perspective-enhancing tools, fostering a well-rounded empathy that can be authentically invoked in pertinent situations. The journey to empathetic leadership is anchored in self-awareness, acting as the compass, with active listening serving as the map. These tools facilitate meaningful connections, empowering leaders to interact with compassion and authenticity, reflecting the ethos of prioritizing others’ well-being.</p>
<p>Additionally, fostering empathy involves creating a culture of empathy within an organization. Leaders play a pivotal role in setting the tone. By demonstrating empathy in their interactions, they serve as role models for their teams, encouraging others to follow suit. Over time, this collective effort can significantly enhance the overall empathetic culture of an organization.</p>

<p>In recent coaching conversations, I&#8217;ve come to liken the city manager&#8217;s role to that of a maestro. Just as a maestro orchestrates a symphony, the city manager navigates the intricate dance between local elected officials and the constituents they serve. The very essence of Commission/Council-Manager forms of government was to ensure continuity of effective governance and potentially curb corruption. A capable city manager offers invaluable leadership in strategic planning, financial expertise, and delivering impeccable resident services, among other critical dimensions.</p>
<p>Traditionally, the city manager&#8217;s responsibility encompassed executing every task while giving credit to the elected body that appointed them. This established framework has stood strong over the years. However, with the increasing turnover rates and shorter leadership tenures, it&#8217;s natural to question the effectiveness of the prevailing organizational model.</p>

This shift often triggers a pendulum-like motion, swinging between addressing pressing issues and appointing managers aligned with specific hot-button topics.</p>
<p>For instance, if budgetary concerns arise, the next city manager might be a finance expert. If development poses challenges, a planner, environmentalist, or attorney might be selected to address those issues. While this strategy can fulfill immediate needs, it often overlooks broader community concerns. The intricate tapestry of managing a living, breathing community with its dynamic human interactions requires a comprehensive perspective.</p>

<p>Generalists possess a unique ability to synthesize input from subject matter experts, such as department heads and consultants, leading to well-rounded decisions. Could it be that we&#8217;re mislabeling the role itself? Is the term &#8220;city manager&#8221; outdated, failing to evolve with the ever-changing political landscape? Given the leaps in artificial intelligence, does the traditional role of a city manager, predominantly focused on interpreting data and responding to isolated requests, still retain its relevance? Will a non-human interpreting data be able to interpret and respond to injustices?</p>

<p>Crucially, this evolution must also encompass the city manager&#8217;s role in interpreting and responding to injustices. In a rapidly changing landscape, injustices might not always be glaringly evident; they require a perceptive, comprehensive, and human-centric approach to be recognized and addressed. A generalist perspective helps city managers think about how different things work together, revealing unfairness that could be hidden if we don&#8217;t take a holistic approach.</p>
<p>A simple Google search about the purpose of maestros yielded a profound response: &#8220;A conductor serves as a messenger for the composer, it is their responsibility to understand the music and convey it through gestures so transparently that the musicians in the orchestra understand it perfectly. Those musicians can then transmit a unified vision of the music to the audience.”</p>
<p>In essence, a skilled city manager, like a maestro, must not only conduct the symphony of municipal functions but also interpret the nuanced melodies of equity and social justice. As the baton is raised, it&#8217;s their duty to harmonize the efforts of various departments and stakeholders to ensure that the music of fairness resonates through the city&#8217;s corridors and its community.</p>
<p>And so, we find ourselves poised to create a harmonious tune within our communities, much like a skilled conductor. This perspective encourages us to reassess the multifaceted responsibilities of city managers and contemplate how their roles can be optimized to address the challenges of our ever-evolving times.</p>

<p>We all know those standout individuals in our teams, the ones who always deliver. Dedicating more time to them for the sake of sustainability and continuity in local government is essential for high functioning teams with futuristic views. Let’s face it, when they thrive, the community thrives.</p>
<p>In &#8220;First, Break All the Rules&#8221; by Marcus Buckingham and Curt Coffman, we find a transformative approach to management that can be a guiding light for local government teams in 2024. This book falls into the category of “Oldie but goodie” for me. It is one of the originals that speak to intentionally focusing time on, recognizing and nurturing team members’ unique strengths and talents.</p>
<p>Buckingham and Coffman challenge the conventional wisdom of treating all employees equally*. They argue that exceptional managers recognize the distinct abilities of each team member and tailor their approach accordingly. This means giving top performers the flexibility, freedom, and opportunities they need to further develop their strengths. Such differentiation not only motivates these high performers but also sets a clear precedent about the value of honing individual strengths. (*More on equally vs. equitably later!)</p>
<p>How can we apply this in local government? It starts with a shift in perspective. Instead of a one-size-fits-all approach to management, let&#8217;s adopt a strengths-based focus.</p>

The distinction between treating individuals &#8220;equally&#8221; and &#8220;equitably&#8221; is crucial, especially in the context of management and organizational development.</p>
<p>Equal Treatment implies that everyone gets the same resources or opportunities. In a work environment, this could mean providing all employees with the same level of support, access to resources, or chances for promotion. It&#8217;s a one-size-fits-all approach, assuming that what works for one person will work for all. However, this approach can overlook the unique needs, strengths, and challenges of individual employees.</p>
<p>Equitable Treatment, on the other hand, is about fairness and customization. It recognizes that each individual has different circumstances and allocates the exact resources and opportunities needed to reach an equal outcome. In practice, this might mean offering additional training to some employees who need it, or flexible work arrangements for those who have different personal responsibilities. The aim is to level the playing field so that everyone has the same opportunity to succeed, acknowledging that different people may need different things to reach the same level of success.</p>
